Marvin Hinchey has over 23 years of experience in land development engineering.  This includes 9 years as owner of a civil engineering business based in Culpeper.  Mr. Hinchey's experience includes project management, site planning, subdivision design, stormwater management plans and street and utility design.  Mr. Hinchey has designed and managed projects in multiple jurisdictions including the counties of Culpeper, Orange, Madison, Stafford, Spotsylvania, Loudoun, Fauquier, Louisa, Rappahannock and the towns of Culpeper, Orange, Warrenton and Madison.

Mr. Baines has managed residential and commercial projects in many jurisdictions from the initial concept stage through final construction.  He has expertise in interpreting local policies and ordinances and utilizing this information to maximize the development potential of urban and rural properties.  Mr. Baines has assisted clients with project feasibility, rezonings, special exceptions, and conditional use permits on numerous projects.  His duties include proposal preparation, client management, project coordination, design and quality control oversight.  As a land development engineer, his expertise includes all aspects of site planning and design.  Mr. Baines has attended industry seminars on Low Impact Development and Conservation Design and has used these techniques in residential and commercial project design. 


Mr. Baines has eight years of experience in land development engineering, land planning and project management in Northern and Central Virginia.
